I'm guessing the car is a Mitsubishi Lancer Evo. These use a turbo 4 and have a pretty substantial aftermarket. What I'm guessing you are seeing is the result of convert the diverter valve (BPV) to a atmospheric blow off valve. When they shift a huge slug of metered air is being blow out to make a fun hissing noise. Since the air is metered, the car injects the fuel for it, which pretty much makes it straight into the exhaust and burns off there.
For what its worth, my college room mate had an Acura Integra that he turbocharged. His aftermarket ECU had a feature for doing drag race starts. Basically, you'd rev it to the rpm you wanted to launch at and then mat the throttle. It placed an ignition cut at that rpm, but the fuel would burn off in the turbo and spool it up. Make a distinct machine gun sound with about 2 foot of flames shooting out the tailpipe.
