Do you have a tank with 2" urethane foam?
In the winter, heat loss from the tank is helping to heat the house.
Water from the street is colder in the winter and delaying a heating cycle means that the recovery time is increased.
How much water is wasted getting water from tank to points of use? Insulating the hot water pipes has limited benefit as the water in the pipes gets cold insulated or not. Point of use tanks for bathroom sinks could be effective; but the cost for wiring and tank is significant. And you need to be able to locate the small tank somewhere. A crawl space would have some advantage.
The only energy saved by delaying the recovery is from lowering the average temperature difference from the water to the tank's environment. The amount of energy to heat the cold water is not changed at all.
Insulating the pipes near the tank reduces heat loss conducted through the lengths of those pipes. A "J" trap in the pipes can reduce convection losses through the pipes at the tank.
If you have natural gas, that could easily lost less than electric.
