Personally I'd prefer a saab in mechanically rough but cosmetically clean condition. I figure I can fix the mechanical issues but I really have no bodywork experience. I'd be real suspicious of a car in the condition that you describe ... Chances are it was neglected in every aspect not just the cosmetics.
I bought my'99 from someone who loved the car but was not mechanically saavy. Mechanically it was a wreck, but cosmetically it was great. I bought it for 700 and set about repairing it over the course of a year.
