In MA, if you buy from a private party, they will use the highest of: a) the purchase price, b) blue book value, c) 10% of the car's MSRP at the time it was sold. And no amount/type of documentation will convince them otherwise.
So if you buy a 20-year-old car that with a sticker price of $50,000 that actually sold for $45,000 and book value is $4,000 and you paid $3,000 for it because it's in rough shape, they'll tax you as if it's worth $5,000 (10% of sticker). It's a scam, and I think the same applies to excise tax.
