I have no idea how any of this may apply to local sales taxes, and it’s not clear to me what CO is requiring.
If I had to guess at what the Rock Auto statement means, it would not be that shipment to certain cities is prohibited per se, but maybe that it is prohibited unless Rock Auto collects the local as well as state tax. Greater minds than mine will have to determine how Wayfair applies to that question (I used to do some sales and use tax work, but many years ago). Certainly there would be a lot of local variation, but it would seem to me a computer program could handle that pretty easily rather than a legion of accountants as Rock Auto suggests. Maybe what Rock Auto means is that they don’t want to bother with the additional requirements. Which may be a business decision I guess.
