Ouch. I think you got sucker-punched by the cop. That's a pretty strict interpretation of the law. I'm also a New Yorker (Brooklyn), and can see how your interpretation of the maneuver wasn't in practice a classic U-turn. You probably made the left turn from the turn lane and then a second left into the local lanes. Sounds like you ran into a d***head of a cop.
That said, if they choose to go by the letter of the law, that's a U-turn. The only legal left turn you could have made there would have been from the corss street into the local lanes.
Good luck. I don't drive in Queens that much, but I'll have to remember that.
