I'm pretty sure the odometer gets its signal from the ABS system - I know it did in the NG900. The ABS system picks knows how the wheels are turning, and sends that info to the odometer.
First off, I assume your ABS (Anti-Lock) light isn't on. If it is, then I'd guess the problem is in the ABS system. Check connectors on the ABS box in the engine compartment. Otherwise it could be a problem in the odometer.
The speedo uses the same signal. If the speedo is working, I'd say the problem is deep in the guts of the odometer, and that the dealer is your only choice.
Is the problem that the display isn't lighting up, or is it just not advancing?
I don't remember if the odo in a 9-3 is a back-lit LCD display. If it isn't lighting up, try shining a flashlight on the display and see if you can see it. If so, then the backlight bulb(s) has (have) burned out.
