Your analysis shows that refined gasoline is a commodity like an ounce of gold or platinum. It's pretty much the same price the world over except for taxes and transportation costs.
The lack of diesel engines in the US is probably a function of the lack of availability of diesel fuel more than the cost (it used to cost much higher than regular unleaded). In most places you have to know where it's sold since not every station sells it. I'm sure Europe's improved their pollution controls on auto fuels but, unlike North America, it's only been since the late '80s that catalytic converters and unleaded fuel have been widely available. As for increasing the use of diesel fuel here let's forget it! Large cities in Europe used to have street-level pollution that would be unacceptable in the US or Canada, and it seemed to come mostly from diesel exhaust. I'm sure they've improved a lot over the past 15 years but the smell of diesel fuel instantly transports me back to Berlin and Paris (I just close my eyes and it's good for a cheap memory!). Ditto for the use of gas/oil engines on scooters in Italy. Tremendous noise and stench! The Europeans can rant against the US for finally bagging the Kyoto Treaty but they really can't say squat when it comes to their contributions to air pollution. Smell the air next time you visit Brussels or Rome. Makes LA's air seem like it was imported straight from the Yukon...
