I think it is to hide sloppy workamnship. Old cars with simpler designs could get away with all clear windows with a nice beefy mouldings (like Volvo 240, SAAB C900). New designs are more compex...with these blackouts around the glass, the edges of the dash, pillars, and trim, etc can be hidden. I mean, look at the trim around that little rear side window in the 9-3 5-door.....Without the blackout it would look really crappy from the outside, right? So, because of the blackout, the panel doesnt need to fit tight or be fastened, feel it, it just feels loose up againts the window. Same with the bottom of the 9-3 windshield. The dash doesn't have to fit perfect because the blackout at the base of the windshield hides it.
Thats just my theory though.
