It's because of things like valve covers and the adjustment for the automatic tranny belt that I have two torque wrenches. My big 'click type' goes down to 20 foot pounds, and frankly I'm a little suspect of it down that low. For the really low stuff, I have one of those 'beam' type wrenches - where you bend a beam and a pointer indicates the torque on a scale. Those have the advantage of going all the way to 0. I picked up a cheap one at Pep Boys for the small torques.
The only disadvantage of the beam type is they don't ratchet. But torque is pretty important, and down in the few foot pound range, it's easy to overtorque.
