Swedish Turbo vs Japanese Turbo

Plenty of torque at low rpm is the feature of new generation Swedish (Saab and Volvo) turbo.
Given that some of the turbos used in the Swedish turbo system are in fact made by Mitsubishi, a Japanese company (at least in Saab 9000 Aero and Volvo S60 2.0T), I can't understand why the Japanese themselves don't build turbo cars with engine characteristics resembling the Swedish one, namely high torque at low rpm? The turbos in Subaru Imprezza, Mitsubishi Evolution and Nissan Skyline only work at high rpm.
Any thoughts?
