Most police chiefs want a bigger department, more officers, bigger fifedom, like every other manager in business. So, they come to the town/city/etc and say "We can add more officers. The salary and benefits will cost X, but they'll bring in Y in revenue, so they really only cost X - Y." THey never sell the new positions as break even, but instead they sell them as reduced cost. Remember that they are telling the public that these officers are *needed* for public safety, the ticket revenue just reduces the entry price and makes it more paletable to the voters. No police chief, or other elected official, will ever recommend reducing the workforce - unless they are using that strategy to force someone out that they don't like without the hassle of firing them.
Enforcement ? Well, the police department doesn't get the actual revenue in all places, and the revenue they just promoted as reducing the cost ends up in town funds. So, those depaertments don't care, - once the expenditure for a new officer is approved by voters then the town/city will fund it. So, there's not a lot of incentive for enforcement. However, in some other places the town officials are not so niave and they actually look to see if there is ticket revenue, those tend to be the places with cops out every day in known locations doing enforcement. State cops don't care about revenue in most states as it does not com back to the department directly. However, some Federal Highway money is based on a state's enforcement of the traffic laws, average speeds, etc so some states state cops enforce the laws more agressively than others.
