Salting roads...why??

Some background: I'm from the Inland Northwest where winters tend to be pretty severe and plow trucks can't be counted on to remove all snow immediately as in larger cities. They primarily use gravel and sand to help with traction. However, the majority of people understand that you can't get away with driving on old all-season tires during winter and either adjust their driving habits or tires accordingly.
Also, in the Inland Northwest, it's extremely common to see a 25-30 year old car with only minor amounts of rust. I've seen cars with hoods stripped down to the bare metal in large areas by gravel and ice that still show little signs of rust.
I'm now studying in Pittsburgh and have my Saab here with me. The amount of salt used here really frightens me. Last year, I did what I could...washed weekly, waxed often, and kept an eye out for chips. While I'm sure this helps, looking around at cars in the area I can see that rust must be unavoidable. I took a few road trips in February and March after which the car was literally white from all the road salt on nearly every surface.
What I'm wondering is why should we be subjected this torture? Sure, sand or gravel makes a mess and probably isn't great for the storm drains, but couldn't they find ways around that? Gravel sure as hell doesn't damage cars like salt does. (Rock chips are bad, but at least the metal is still intact.) Gravel doesn't have any significant environmental impact either. Why has the East put up with this for so long? Is there a conspiracy between the State governments, local bodyshops and new car dealers?
