I got mine at the local hardware store in the circuit breaker section. Home Depot would likely have one, but call to be sure.
It is two parts, that look a lot like breakers. One installs on each side of the breaker panel, and they each have a little red LED to show that they are working. They are intended to stop _major_ surges (like lightning strikes), and may fry themselves in saving the house circuits. Mine was $45, if I remember correctly.
I believe there are more sophisticated (and more costly) devices available that act more like a typical small surge suppressor/ conditioner. I saw one in a computer/ home security system catalog not too long ago, though I can't recall the name of the company.
BTW, I used to have trouble with my Genie opener raising the garage door whenever the power went off and then came back on. It was disconcerting to come home and find all the clocks flashing, and the garage door wide open. A cheap "plug it in the receptacle" surge supressor at the opener outlet fixed that.
