The only thing that really gets changed over different seasons is the RVP or Reid Vapor Pressure. This is the pressure that the fuel is at when it is at its initial boiling point. Since it is colder in the winter, fuel can be mixed to have a higher RVP since it is less likely to boil in the fuel lines, and higher RVP allows for easier starting in cold weather. A fuel's octane rating will be unaffected.

Now, as for fuel additives, these additives tend to also increase the octane rating at the same time. At least, they try to, and generally fail. However, the increased oxygen content would be comparable to a slightly increased turbo boost pressure. It tends to be that these additives are about 108 octane, and recommend a 5% mixing volume. Well, if you do the math, and start with 92 octane, you will still end up with just 92.8 octane. Basically, it's a waste of money if you're doing it for the octane boost. If you're doing it for the slight increase in oxygen content, in the long run you'd be better off just increasing your turbo boost pressure, since dumping additives in each tank can get expensive.
