There's several new generation Ice tires which use new rubber compounds to give grip on ice and packed snow. The best-known is the Bridgestone Blizzak in its various forms, which has a "multicell" rubber compound to give fantastic ice grip. The drawback is that it wears like it handles and like is it constructed - a sponge. Good luck getting more than 2 seasons out of them.
Another good ice and hard-pack snow tire is the Michelin Artic Alpin - my current favorite. It gets its grip from lots and lots of sipes and a good, flexible rubber compound. It's supposed to last a lot longer than the Blizzaks - we'll see.
Although neither will give quite as good a grip on ice as studded snows, they're the best you can get where they're banned, and IMHO a much better balance between ice and the other 99% of the time clear roads.
