Electrical problems

I have a 1999 95 that is having electrical problems with the radio controls and horn, all on the steering wheel. Is there a common electrical link to check where the electrical contact is made when the wheel turns? Sometimes the radio controls work partially, sometimes incorrectly and sometimes not at all. When they don't work at all, the horn also does not work. When they are not working and I turn the wheel in either direction (off center), the controls and horn work fine. When I go back to center, they either work partially or not at all.
The dealer cleaned the radio and horn contacts and thought it was fine, but after we left the dealership, the problem came back. In the followup call to him, he said that he would have to order a set of parts for the radio. He also said that the radio and horn do not have a common electrical link and if they are not working at the same time, it is merely a coincidence. In my experience with troubleshooting the problem, they are clearly linked somewhere and it is related to the steering wheel position.
Any thoughts and feedback is appreciated.
