It doesn't at all sound suspicious to me. I used to work for another european car company financial services, and we would have situations like that.
Florida vehicle titling on leased vehicles is odd as I recall, and it was easy to make a mistake. Multiple vehicle titles on leased cars are signs of mistakes in the first title. It is not always necessary to reissue registration on a title change (that goes back and forth between states.)
We had the ability to register vehicles for the state of New Jersey (which makes Florida registration issues a walk in the park. Anyway, the result of that was that the vehicle registration would come up as being issued by "NJ Motor Vehicle Services, Columbus, Ohio", since, technically, we were operating as a branch of MVS outside of New Jersey. Anyway, I suspect that Saab FS may be able to do Florida titling/registration in house.)
Actually, now that I'm saying all this, I'm gonna make a bet, but I'm not sure on it. I bet the first title of the vehicle has Saab FS as the owner, with no leasee, and the second title correctly has a lessee on it (that's how leased vehicle titling in some states works, but not in all.) Saab FS may have found it easier to first register the car themselves with the dealer transferring title to them, and then reissuing a second title finally with the lessee's name on it, then jumping to a Florida title with the lesses name on it.
