whatever they feel the market can bear. It might not the smartest thing to do if customer finds out, or the most honest way. But never the less it's a free market.
Book hours is only as good as the person writing the book. It's several different guides out there, and not all of them have excactly the same price setting.
If the shop you went to is a Saab dealer, you would expect them to use the Saab provided labor guide.
If it's an independant shop, they can have their own labor schedule together with their own labor rate.
Lets say that one shop charges $90.00 an hour ( not impossible at some dealers in a big city) and three hours for a clutch job ( because they go by Saab's labor schedule). That comes up to $270.00.
Another shop might only charge $ 50.00 an hour ( not impossible in a small city ) but feel they can not work as fast as a super duper dealer and therefore charge 4 hours for the same clutch job, that comes up to $200.00
So you are actually better of maybe at the other shop that charges more labor but less per hour.
You didn't specify car model or price for the whole job, So I can't say for sure if you were "taken" or not.
