They could be cheap (assuming it's $150 for 4 tires, not $150 each) because of poor quality. It could also be cheap because nobody would buy them if they were expensive.
Yokohama and Dunlop have some tires that are very good (AVS Intermediate, AVS ES100, its successor, D60A2 and successor SP Sport A2). They are less expensive than Michelin and Goodyear. In fact, Goodyear has some mediocre tires that are expensive. In fact, I've even read that Yokohama sells their tires for less to get market share.
I have seen some people on the street drive with Hankook tires. I wouldn't touch them even though I don't have any personal experience with them. The car you saw might have been able to get tires for less than Hankooks.
As far as funny countries, Mercedes Benz makes E class cars (at least 5 years ago) in India, Proton makes cars in Malaysia. I used to have a made in Finland SAAB and got strange reactions when I mentioned it.
