99% uptime means it's apt to be not working 3.65 days per year (or 87+ hours). That's nothing to be proud of from the perspective of a network provider.
Things to look for and consider when shopping for hosting..
statistics options
Transfer limitations if it's apt to be a popular site.
security access restrictions (some people want tight restrictions, other people want to be able to modify their site from anywhere in the world)
OS and software used for hosting (some people want stability, some people want features only availble to a certain OS monopoly's software)
Monthly price can vary a lot
how often are things backed up?
can you upload your own CGIs?
how long has the company been doing hosting?
Are the people you are dealing with in charge of the hosting infrastructure or are they just resellers?
Certain customers need certain amounts of tech support, others don't.
What sort of email forwarding/setup options are available for the domain being hosted?
number of customers on their server, etc...
Is their server at a datacenter that's about to go belly up chapter7 or 11?
How much extra to have multiple domains point to the same site?
A lot of hosting companies advertise having multiple OC-gazillion fiber circuits coming into their facility, when they are actually speaking of the fiber coming into their upstreams's datacenter where they are located along with thousands of other computers. It's not their own... It's out of their hands. You can often find hosting companies that advertise the exact same facilities and then find out they are actually just customers at the same facility! This could be a high school student at home with his first ever homebuilt linux box that he pays to locate at the big facility, thus he advertises the same connectivity. It's sort of like saying you have a 200,000 square foot garage for your Saab collection. Someone else says the same things, and then the observant onlooker figures out you both park your saabs at the same parking garage downtown when you go to work.
Some of these things are not important for a personal website, but other things are very important for businesses.
