While "Hemi" has come to be associated with Chrysler, they did not originate with Chrysler, and are by no means exclusive to them.
I did a little quick research. The consensus is that a "Hemi" engine is one with a hemispherical combustion chamber, central spark plug, and opposing valves. The type of valvetrain itself isn't germain. Whether pushrod, or overhead cam, what matters is the use of this head/valve/spark configuration to achieve better combustion and produce greater power.
Some history: Alfa had this setup in their 1914 Grand Prix car, it had double overhead cams (2 opposed valves/cylinder and 2 spark plugs/cylinder). Alfa continued to uses their famous DOCH four with hemispherical combustion chambers first made in 1955 into the 90s. I also came across some information that Peugot first used this design in it's racing program around 1912. The car became the first European car to win the Indy 500 (1913). They A link follows.

In addition to Alfa Romeo, and Peugot, Mercedes produced some Hemi engines in the 30s.
