You make good points. However, I think experience makes a difference. On one of my business trips to Dallas there was an ice storm. it was about 4" of very wet snow that froze solid. The first night I was kept awake by some putz in the hotel parking lot that thought that if you spin the wheels faster it will wear through the ice and you will get going. I had to listen to a screaming engine and that distinctive tire spinning noise most of the night.
On my way to the airport I saw a Blazer that had gotten into the median strip. Apparently he had tried the same technique until the rear wheels were buried up to the axle. He then remembered that he had 4 wheel drive, engaged it and did the same with the front wheels.
You usually don't see AS MUCH of that in the north. You are correct in stating that the smart southern drivers stay home for ice/snow storms, but as in any other region of the country there are quite a few stupid drivers.
