I recommend 3M "Bug and Tar Remover", also marketed as "Adhesive Cleaner". Any auto body store will carry it. The neighborhood auto parts store likely will not. Because you will have to really saturate the old glue to loosen it, be careful with products not specifically designed for automotive paint.
Place a rag or small scrap of cloth over the glue. If on a vertical surface, use a bit of masking tape at the top to keep it in place. Wet the cloth and let it sit. Re-wet it every few minutes as the solvent evaporates. After 10 minutes or so, you should find the glue gooey and easy to remove. If you want to order the solvent over the Internet, here is a source.
The stuff is EXCELLENT as a paint prep prior to polishing and waxing. You get almost the same results as using a clay bar - all those little bumps and specs and bits of tar come right off. Along with the wax. 32 ounces lasts a long time.
