Gas is still a very efficient way to go. I recall (from speaking with a water heater rep) that it takes more energy to heat the water 1 degree with electric than it does with gas. I don't recall how the alogorithm worked, but it was accurate. It was related to the fact that gas was on instant on heat source, whereas electric used tons of energy to get the elements hot, then maintain a given temperature. the energy ratings do not take this into account.
Buying a brand is tricky. Our last vacation house and new one have both had AO Smith water heaters. Both houses had extremely high use (from whirlpool tubs, etc) as both houses were rented out. And both AO's have been replaced - one after 3 years, one after 1 year. While they (AO) pay for it, its a bit of an inconvenince to get a call from property management that they are replacing a heater.
Our primary home has a GE Smartwater (Home Depot branded Rheem). The recovery rate is awesome (40 gal nat gas), and it simply doesn't cycle to keep the water warm. It is only on to heat incoming water. So it is very well insulated.
Plan on replacing a heater every 10 years or so regardless of brand. Something will go wrong (rot, etc) by then!
