where the air pressure developed by the pressure side of the turbo flows thru the intercooler to get cool, then goes on its pressurized way to the intake. Hole in intercooler means no boost, no boost means you are running maybe 5:1 compression which would explain no power situation you describe. Don't know about repairs, can you tell what caused the holes?
