The likely reason you're not seeing more S60Rs and V70Rs on the road is that they are actually pretty rare. Each dealer was allocated a relatively small number of them for MY2004. I ordered my V70R in January of this year and took delivery in May. I rarely see another R car on the road, I believe there are only a few thousand of the R cars in the US.
Based on feedback at the volvo BB I frequent, most R drivers are satisfied with the vehicles, though the turning radius is unbelievably large and some people say the fancy adjustable suspension is poorly calibrated. While not truly competetive with the M3/S4 crowd, it is a performance halo car for Volvo, with AWD, 300 HP, and available 6 spd manual transmission as well as upgraded interior furnishings.
There are relatively few 2004 R cars still unsold, the majority have the automatic transmission or lack desirable features like sunroof or navigation system.
