You don't really get much extreme weather where you live, at least not stuff that would seem to require a huge vehicle for "emergencies."
Maybe it's different where you are, but according to a friend in Tuscon, flooding from the monsoons isn't so bad or widespread that you're likely to be stranded or isolated for more than a day or so. And you know when the weather is coming, so buy some extra food and water and wait out the storm. Get a generator if you're concerned about losing power for a few days.
