Seriously! Short version of a true story: a friend put a performance exhaust on his Golf. In the first year he got stopped & ticketed 3 times for excessive noise. Last cop let on it was the appearance of the exhaust that helped him identify the car. So my friend cut the tip back a little and dirtied it up, hasn't gotten stopped in the couple years since!

To give a slightly more useful answer, I think some of the fancier tips may have a little sound-absorbing material inside, but 90% don't.
