Congrats on your new 9K.
I have 3 '97 9K's....all autos.
Changing the fluids and hoses where needed is a good idea. I would also put in new spark plugs....NGK only. Re; the whistleing you hear...check under the throttle body. There is a 1/2" vac hose that connects to a metal tube fitting that may have pulled out of the underside of the intake manifold. Happened to one of mine.
Once you have everything replaced...inc. plugs, do an adaption run. (Full throttle in 3rd gear going up hill for at least 4 seconds)....Search this site for adaption runs. If the turbo still fluctuates, you may need a new BPC valve..( The one that is mounted on the radiator with the 3 hoses connected to it. They are not cheap, almost $300, but very necessary.)
If you want more power....check the tuners sites..SQR, Maptun, Nordic, Abbott Racing...and recently JSP ( Jack Stoll...a sponsor on this site).
If you plan to use this car as your daily driver....as I do with mine...Just do exhaust and a ECU upgrade. The ECU's come in different stages, I, II & III for the auto cars. I have an SQR stage 3 in my '97 Aero. It;s pretty damn fast.
In the future please ask specific questions re' performance so we can be more helpful. I have found when someone asks how to increase power...well you can get some pretty crazy answers. So, how fast do you want to go?
What is your budget?
Do you car about MPG?
Do you car about how long your cars components will last with the modifications?
The reason I spell this out...is simple. You can do some simple things that will get you 350 hp and 340+ lbs. ft. torque...but you will blow the trans.
