...The law states that I need to burn unleaded gas. Alcohol needs to be denatured when produced privately with about 5% unleaded. That means I am burning unleaded fuel with an ethanol mixed in. Rather than the usual 90:10 ratio, I am burning 5:95 gasoline to ethanol. That however satisfies the law in a similar manner as E85 satisfies the law. Since 1998, engines have been made to withstand ethanol and water contamination due to ethanol's requirement as a fuel additive.
Also, that law is archaic in the sense that it was made to prevent people from converting cars to compressed natural gas due to the explosion risk. Now however it is completely legal to go out and buy a CNG kit and DIY. Hence the law's intent is no longer needed. Over the next several years, this law will be modified or removed. After-all, if a diesel can burn veggie fuel legally, why can't a 4 stroke engine burn ethanol legally?
