More boost available?

I just installed at JT 3" turbo back exhaust on my '95 Aero 5 speed, and the car seems to be running great - to me there is a great increase in performance. After reading thru old posts about the boost levels, I think I may be leaving a little bit of power on the table though. I can only get the boost to the red/yellow line and then it backs off a little. The car still pulls great, but I suspect the boost should go higher with the 3" exhaust, K&N and an upgraded ECU. Are there adjustments I need to make to anything after installing the upgrades? What should my plugs be gapped at? I also read that I may need to adjust the wastegate actuator. How?
