I think he's talking about what's commonly referred to as a "stinger." It's a hydraulic lift extended from the tail-end of a tow truck. It's a wide beam with two articulated "U" shaped tire lifts. Each "U" cradles one front tire, and the whole thing is lifted off the ground hydraulically. These things are awesome because they require just inches of clearance in the front, and support the car 5-6" off the ground. They're great for short-distance tows, especially on FWD cars where you don't have to worry about lashing down the steering wheel or disconnecting driveshafts. I had my Alfa towed a couple miles once, and the scary tow truck driver had it on the stinger in about three minutes and towed it without evening tying it down. Fastest tow EVER, although I was perpetually scared the 164 would just bounce off and into traffic... :)
