At the compressor housing, the tap is not where the velocity from the wheel has converted to pressure. So I am not surprised that you can't use it. On my 95SET, I found the same issue when evaluating the merits of using an external boost controller with the turbine casing pressure tap VS a pressure tap at the intake manifold. I had two ball valves set up so that I could switch sources. I found that the one source was low, not higher. With small pressure drops, the differences can be small, compared to the differences in two guages. A differential pressure guage would be the way to go, but I don't know where you would get one.
When you measure the pressure, you need a steady state reading. Steady state does not happen much, unless you have a dyno. I have read on this issue that you need to find a steep hill and do a steady speed at WOT. They suggest using the brakes as well. With many Saabs, I think that the ECU monitors the brakes and will reduce to base boost when the brakes are activated. So getting a steady state will a problem. The source stated that with a steady state load condition, it took 20 seconds for the pressures to then reach a steady state. And the temperatures need to be the same for each run. You seat of your pants meter will probably prove to be the best guage.
