this may sound weird, but when I had my di/apc chip and lh ecu chip in my 1990, I had a strange problem like when you floored the gas something was holding the car back.
And also like you, when disconnecting the w hose I got full boost.
A trip down to Jak's for a tuning and some diagnostics revealed that the knock sensor was faulty somehow...
either the sensor itself or the connection was just loose...
we tested this by unscrewing the sensor from it's mount, and wrapping it in a soft cloth, and propping it on something around the engine compartment, and then taking the car for a short test drive.
with the sensor out of the block, at all rpm ranges the car performed better.
So we fixed up the sensor / harness and everything was fine after that.
Who knew right?
could also be your bpc is clogged or dirty... it could also be these chips...
if you switch back to the stock chips, is your boost into the red? do you have a psi gauge?
