Meth/water, octane points, timing

I asked a question last week about water/meth mixtures that got some responses about timing and octane. I just want to clear something up.
Someone stated something about the mixture increasing octane to 116. On the Snow Performane website they say that the mixture will increase the octane rating by 23 points. A piont of increase in octane is only equal to 1/10 of a whole number. Which means only 95.3 octane when added to 93 octane gas.
Since I am not located near a dyno and can't check things precisely, how can I tell which degree of advanced timing is best for the water/meth setup? Is there a good upper-envelope-of-safety number? I'm already running stoich at 17 degrees advanced with my 34# injectors, 3.0bar FPR, intercooler fan, and Commemoative Edition distributor before I add the water/meth injection.
