I would put it this way, non of the turbos mentioned in this topic have "lag" if you start the run from the RPM area where the turbo is capable of providing boost.
Early boost on the other hand depends on the type and turbine ar, but before you make the choice study your driving habist, ie. what is the rpm range where you want the car to be fast.
Have personally tested
GT28RS ar. 0.64 std head/cams
GT3071 ar. 0.64 std head/cams and std head T5 cams
GT3071 ar. 0.86 std head/ T5 cams and fully ported head with agressive cams
GT28RS = too small
GT3071 ar. 0.64 std head/ T5 cams way too early spool (<3000rpm) and cloggs up too soon to support GOOD GO (run through gears)
GT3071 ar. 0.86 getting there, but T5 cams start to limit, ie. does not sing above 6000rpm too well, but puts down 400+ bhp on rollers
GT3071 ar. 0.86 head/cams getting there :) mapping not complete but early results look promising. 60-90 <2.9s and best of acceleration does not decrease much until std rev limit is reached

In your case the longer 9K gear box suits better a lower spooling turbo than the short 9-3 model. I personally would choose the GT3071 ar.0.86
