WG rod adjustment, 3 turns shorten & nothing changed

Trying to adjust base boost according to stage 5 spec today, hoping for sth. 0.85-0.90 bar.
It was about 0.78 bar before I tried to re-adjust it today. However, after trying 1 turn, base boost is still same... up to 3 turns and I still see nothing changed! Still at 0.78 bar.......... :-(
Could anyone give an advice what's going on here? Could this be just the max this WG could hold? Or the WG already worn out? Do I need a stiffer WG?
This is the stock WG orginally came with my GT28R rated about 8-9 psi (about 0.6 bar).
