I just have that hook go onto the actuator bracket about where the head of the screw is in that picture. You sure the spring is not moving? It also does not look like its stretched far enough. It nees to stretch at least a 1/4", maybe a little more. Make another one and bend it so one end goes around the waste-gate pin and the other end will just hook right onto the actuator bracket.
We did find a car a few months back that would not boost past base boost and we tried everything, turns out the cat was plugged and it would not allow any more boost than about 4-5psi. Put on new cat, whalla, 15-17psi :-)
