Well something's definitely a little whacked here... they're talking about an area limit in *inches* where area is supposed to be expressed in *square inches*. Also, obviously, a 2-bbl carb has two throttles vs. 1 for the Saab so there's some potential for confusion there.
By my math, the Saab TB has 13.164 square inches of area (not counting the shaft). The Holley has 8.294 square inches (again not counting the shaft) in each barrel for a total throttle area of 16.588 in^2. So your car definitely has less area than the Holley. The 1-11/16" limit works out to 8.947 in^2 of area. So probably the most important question is whether the limit is *total* (in which case the Holley would be illegal) or per-throttle with two permitted so the total would be 17.894 in^2.
