This thing looks like a hollow 9" tube that goes in your intake duct and gets very cold through CO2 expansion. The problem is that an engine at wide open throttle sucks in a massive amount of air. A cold stretch of intake tube for 9" is going to do virtually nothing to cool this intake charge.
I guess the theory behind this thing is CO2 coolers for intercoolers, but those are able to chill the whole intercool which is a much more effective heat tranfer device than a hollow tube. I think these have some effects and would be especially applicable to a drag race set up where a cold intercooler for a short time would be advantageous as well as combating heat soak from the staging area.
You'd really be better off with a nice water injection set up at that price. It would do a far better job of cooling the intake charge and re-fills would be a lot easier!
