I live in CA, and the best we have here at most pumps is 91. I have a nordic stage 3 and a bunch of hardware mods, all put on the car when I lived in Maryland and had unlimited access to 94 octane. For a while, I was mixing race gas in with the 91, but I don't drive much so the cost wasn't as big a deal as if I had to commute. You could look into adding toluene to your gas, that's at least one race gas additive that I know of. There are also fairly cheap hardware changes you can do.
I fitted a larger intercooler, removed the liner under the hood, cut the middle section out of the rubber strip at the top of the firewall, and removed the mesh grill from in front of the intercooler to try and improve airflow at least a bit. I also flushed the coolant and added water wetter to the new stuff.
That probably would have been enough, but I went further and removed the entire air conditioning system and put the short belt on it. That frees up a surprising amount of space in front of the radiator. Living in Iowa though, you probably wouldn't want to do this last part.
