Yes but why do you want the engine to run coller? For starters, when you start up from dead cold engine, it will take longer to reach the desired working temperature - that's bad for fuel usage and bad for lubricants. Second, in cold weather, you could have engine running below the desired temperature - again bad for performance. If you believe your engine is running too hot - check the colling system for proper air flow and also consider that there may be obstructions to the coolant inside the radiator.
