The difference in the infrared emissivity between the aluminum and a 'black' intercooler will be trivial. At the wavelengths that we are concerned with that are associated with the rad and IC being at or near 100C, almost everything is "black". The aluminum would have to be polished, non oxidized, old free and clean to be non emissive. The aluminum IC's, once in service will definately be active in these IR wavelengths. And any such IR heat transfer would be swamped in comparision by the convective heat transfer.
At these wavelengths, all paint colors and plastics will be "black".
Any anodized surface, with any color will be "black" at these wavelenghts.
The amount of radiation heat transfer potential heat flux is not very high at these temperatures. And as the rad and IC are at similar temperatures while at boost, there is a close balance, and not much potential for anything to happen.
As far as such surfaces exposed to solar energy, the conclusions would be very much different.
If you want to get the combustion air temperatures down, there are other things that you can do that will have significant effects.
