Well to be clear, torque and rpm determine HP. I have been in big block muscle cars that have gobs of torque but run out of steam after 4,000 rpm, and thus don't create that much HP, and aren't that fast overall. HP is all that matters as long as you have the proper gearing, and an engine meant to run at the required rpm to make the HP. Take a look at an S2000... I have double the torque of one of those engines, but they rev to 9,000 rpm, and have the gearing to go with it, and they are fast little cars. My ~300hp Viggen can get just as much work done as my dad's 300 hp Cummins Ram... but I would be at a totally different rpm and I couldn't do it all day long like his.
Looking purely at peak HP or peak torque is a fool's game... looking at a torque curve is what I would look at to determine an engine's merit.
The 2.3l is just a stroked 2.0l, so cylinder wall thickness isn't the limiting factor as far as I'm aware of. The biggest difference is high rpm longevity... I have read of Nick T running into issues on 8500+ rpm 2.3l builds. In the end, I think either one will work fine at 500 hp. The 2.0l will likely be a more rev-happy motor, where the 2.3l may have the benefit of more low end torque.
