Andy the valve we are all talking about is the By-Pass valve or sometimes called the "BOV" (Blow Off Valve)What this does is allow boost pressure to be released or by-passed (depending on if you by-pass it back into the intake or to the outside, thats when you get the cool sound on shifts) This valve helps spool up times between shifts and on high boost saabs (or ANY car) it can prevent compressor wheel damage.
What happens is when you are boosting and have WOT (wide Open Throttel) the boost pressure is the same in the intake and the turbo pipes, but when you close the throttle you intake goes into a vacuum but the turbo pipes keep pressure in them because your turbo is stil soppling for a few secs, so the BOV takes car of this pressure.
Hope this helps!
Dont worry about asking a "dumb" question, no question is dumb
Take Care
