I think the simple answer to this question is ~20psi. Worst case scenario - high up in the mountains or whatever - the Viggen is allowed 20psi. At sea level, under normal conditions, ~15.7psi generates the 230hp and 25x lb ft of torque you see in the brochures.
HOWEVER, do note that is *peak* boost and not necessarily boost at redline. Boost at redline may be, and probably is, less.
