I don't know about a non-VTEC Honda doing that, but I do know 300hp from the Integra GSR on 6-8psi is certainly possible. Of course, a turbo kit, the right fuel mods, a couple more psi, and a set of cams and you could probably do 300 on an LS. Certainly within the realm of reason.
Saabs need more boost because they have less well-designed intake and exhaust systems and a substantial limitation in their fuel management and rev range. Consider that an LS revs to 7k and a GSR beyond that. Horsepower is all about RPM, the more the merrier. Unfortunately, we have a limitation in the hydraulic lifters - great for maintenance, bad for float.
