I've never bought a high flow cat- prefer to remove or gut (or leave). SPG9 and SaabSavior both sell high flow cats as part of their complete system. Both are 2.5" systems- why do need a 3" down, and if you buy a 3" down pipe, it will fit a 3" high-flow cat (somebody is selling one I'm sure), etc...?
Back to the "best." I rarely touch this one- everyone is selling a product, everyone has an opinion and I've learned by mostly trial and error (woe to the wallet in some cases). I comment on things "I've" had success with (gutting my most cost efficient option).
I recommend (depending on your mods- and they would have to be extensive to ignore this part...) trying out a "cheaper" 'high-flow' muffler 1st- the cat is not restrictive enough (alone) to feel any improved go-go, across the tach. The gutty muffler will sound cool and give plenty of OUT at high rpms. If it's not what you expected- keep the miles and post for sale here... someone else will learn too, but may be very satisfied.
Is there a < year that CA does not require admissions?
