Its not a one dimensional issue.
What boost at which flow rate and at what efficiency? With that you can choose a turbo to get the best power and efficiency combination. But then you might have a larger turbo that will be slower to spin up which might make that configuration a less than exciting street vehicle. But an oversized turbo that looks good with a static analysis can be useful racing or on the drag strip. If the engine is rev'd up and the clutch dumped, the slow turbo can get off the line and will provide more than hot air at boost when the rpm's get high. With track racing, once you get going, you keep going, so the turbo's spin up rate is not much of a problem.
But the objectives for a daily driver are completely different from a competition vehicle. You can go to 8:1 compression ratio then jack up the pressure and use lots of fuel. Thats good for the 1/4 mile, but on the street that compression ratio would be a dog and mpg's would suck all of the time.
For the street a primary objective is to size a turbo to get good turbo spin up response. Remember, "Power delayed is Power Denied".
